At the instance of the Turkish commander, Torgut Shevket Pasha, the Malissoii insurgents in Albania have been allowed another fortnight in which to make submission. Tho Roman Catholic Bishop of Skutari recently declined to _ comply with a request from the Turkish commandcr, Torgut Shevket Pasha, that the influenco of the diocesan clergy should be used to induce the Albanian insurgents to lay down their arms. The Bishop declared that tho bad faith and ingratitudo shown by the Young Turks in tho past precluded mediation or intervention now. His attitude reflects the feelings of tho. Albanian clerey, who last year persuaded their parishioners to consign several thousand rifles to tho Turks on the strength of Turkish promises that roads, schools, and railways would then be built. None of these promises has been kept, nor has any pretence of keeping them been made. Influential friars declared that if tho Turks attempted to penetrate into the mountain parishes, tho clerey would head the resistance, cross in hand.
