THE GOVERNOR AND THE STUDENTS.
"I was rather interested in that part of tho ' speech of (lie chairman," said his Excellency tho Governor at the Col-k-ge capping ceremony yesterday afternoon, "in which ho said ttiat tliis year the University authorities Imd capitulated to the students at this gathering in tho matter of keeping oniei:. It rather reminded me of what was told me some years ago when I was travelling along the frontier of India. On tho frontier there were tribes which were most troublesome. The authorities tried in vain foT years to bring them into subjection. They utterly failed to do so. But they devised a plan which proved successful. They went to the most turbulent ami predatory of the Afridi tribes and. said 'we will do so much for you if you will go and do our hill worlc along the frontier.' The tribe undertook to do the policing of the frontier, and since that time trouble had been of rare occurrence. (Loud applause.) "I have 110 doubt," added his Excellency, "that a most effective force is to 1)C found in the gallery this afternoon emulating tlie successful work of the Afridi tribe." (Laughter and applause.)
