REAL PROGRESS. By Telegraph-Press Association-Copyrißttt London, Juno 2. Mr. Andrew Carnegio was the guest of tie National Liberal Club at dinner. Sir B. Grey (Secretary of State for Foreign Affairs), in a speech, remarked that the arbitration idea was making real progress. The nations were beginning to doubt that war would over be productive of advantage.' He believed that Mr. Taft's initiative would assure a further step towards the consolidation of peace.
