CHINESE RAILWAYS.

A TEN-MILLION LOAN. By TelegraDh—Press Association—Copyright Peking, May 21. British, French, German, and American banks have signed papers in connection with a loan of ten million pounds, to be issued in two portions, for the purposo of the construction of a railway between Hunan and Uupei. GROWING HOSTILITY. There are indications of a growing hostility throughout China, according to the Peking correspondent of tho New York "Post," not only toward the granting of foreign railway concessions, but even to the obtaining of money from abroad for the. construction of those linos which the Government is anxious to build. The student body of tho province of Sinkiang has issued what amounts to a proclamation, practically threatening the government with war should further loans be arranged with foreigners. Some timo ago a man from tho province of Hupeh' appeared in the courtyard of the Bureau of Communications at Peking, and threatened, in Chinese fashion, to kill himself on the spot unless a railway concession were given him. The russ was adopted of telling him to go back to his people and raise the necessary money by subscriptions, an impossible task, anil the man went away rejoicing and declaring that he had obtained his concession.

Such incidents, and constant threats upon the lives of Ministers, are only indications of the present general hostility to what is considered tho aggression of foreigners upon tho integrity of China. The members of the Government appear to be seriously hampered, although, in the opinion of the diplomatists here, a strong policy would dissipate or crush all absurd hostility. It is the declared policy of the Government to proceed with the building of railways, believing them to be essential to the object which the people desire—the strengthening of China.
