Lord Minto, ex-Viceroy of India, in addressing the Central Asian Society, said the future of India largely depended on what could bo done for the development of Indian industrial life. If they wanted to create great industries, some form of tariff 'reform was necessary. Strong opinions to this effect would be forthcoming from India in the future.
