If n chairman was believed by councillors to bo anxious to discharge his duties fairly, squarely, and impartially, and if at the same limo he was firm, business would Iks conducted in a busi-ness-like way, and no "scenes" -would take place. Concluding: his remarks under this head, Mr. Wilford advised new councillors to walk warily at tho start. Officials of the council and the speaker would bo glad at any time to help new members.
