(By Telegraph.—Press Association.) ♦ "MATTERS OF MOMENT." AN ADDRESS AT HASTINGS, Hastings, April 11. t Mr. E. H. "Williams, president of tho Chamber of Commerce, gave an interesting and instructive address on "Matlei's of Moment." Sneaking on the harbour question, lie said there was too much legislation of a restrictive lcind, too many harsh and difficult regulations of which thi! ordinary pe.'san was ignorant, and too much officialdom. Ho supported all that tended to make lifo easier and better for the masses, but the people should consider whether tho present, system did that. The best way to build up a young nation was to make the young people feel that nothing restricted them from using their own energies for their own advancement, | provided they were used in a lawful manner. If the population were spoonfed and lived subject to strict regulations the individual members would become mere machines and lose all inventive qualities and all initiative energy. New Zealand needed developing by all means, and proper remuneration for labour should ba fixed and paid promptly; but labour should do its part and must work as one unit, which employers should join. Otherwise New Zealand would not be embarked in industry, lose the initiative instinct, and capital would not be embarked in industry, Why should there be conflict between capital and labour? It could only be a difference in terms. Tho real danger and difficulty was the agitator and tlio life he led sowing dissension. TOWItiC A MAfE ASHORE. TRAGIC FINISH. Auckland, April 11. At Raweiic (Hokianga Harbour) two seamen made a determined attempt to desert from tho Norwegian barque Lindstol, when sho was lying at anchor early this morning. One of the men was evidently a strong swimmer, and arranged to tow tho other ashore. On this somewhat risky task the two men set out, but the second man could not keep himself ailoat, and lie was drowned. The swimmer towed the dead body of bis comrade ashore and reported what had occurred. HONE HEKE MONUMENT. Auckland, April 11. The monument to tho late Hone Hoke was unveiled at lvaikolie to-day. Tho arrival of tho Hon. J. Carroll and tho Hon. A. T. Ngata was announced by a fusillade of musketry. The ceremony known as taingakawa was carried out by representative chieftains of northern tribes. Tlio Rev, W. Gittos then engaged in prayer, and, following liim, ill*. Carroll spoke eloquently on tht virtues of Hone Heke, and unveiled tho monument, which had been elaborately fljressed with Maori garments and adorned with articles of vertu. Severa.'
