The secretary of tho Presbyterian Church, a former missionary in the New Hebrides Group, denies tho statement recently inado in tho French Chamber of Deputies, that the missionaries had arrogated to themselves administrative control of some of the islands. Prior to tho establishment of tho Condominium, or joint control by Great Britain and France, the missionaries had advised tho chiefs of somo of tho islands to establish local government, but as soon as the Condominium was given all local governments ceased. Under tho old regime it was necessary to have a penal system and prisons, but most cases of punishment took the form of compulsory road-making.
