SWEAT-SHOP CONDITIONS. By Telegraph—Press Associatkm-Oopyrieht New York, March 27. In connection with the fire at tho shirt factory iu' Washington Place on Saturday last, tho City Attorney and Chief of the Fire Department both declare that tho Building Department of the city was responsible for tho loss of life which occurred. It is now stated that 112 persons perished. , Sweat-shop conditions aro alleged to have existed. The girls were unacquainted with the English language, and failed to understand tho directions given them as to how to escape from the burning building.
