RUSSO-CHINESE TENSION.
CHINA MAKES CONCESSIONS. By Telegraph—Press Association-Oopyrieht (Rec. March 21, 11.25 p.m.) Peking, March 21. A Chinese Note in reply to the Russian Note of March U has now bceu issued. The Chinese Government states that it is willing to concede tho Russian demand for the establishment of a Russian Consulate at Kobdo, in Western Manchuria, and 'to grant freedom of trade, except in regard to tea.
