AND THE REASON WET. Telegraph.—Press Association.) . ' Auckland, March 18. . Mr. H. L. Horning, president of th« Auckland Trades ond Labour Council, when interviewed to-day on the subject of the suggestions of Mr. M'Laren, 51. P,, for a national congress of the Labour party, said that Mr. M'Laren was right in his opinion that a crisis had been reached. The cost of living had gone up, and the workers had got tired of going to the Arbitration Court, which gave them no satisfaction. The present arbitration law was right enough as far as it went,'provided it wero properly and impartially administered, but some radical chango from the present methods was becoming more and more urgent. A large number of unions had cancelled their registration in disgust, and more contemplated doing so. Mr. M'Larcn's suggestion regarding a congress was a good one, and he was happy to say that it was already on its way to fulfilment in somo measure at least. A conference of delegates from all trades and labour councils, and from outside unions, would be held in Christchurch at Easter, when the very questions raised by Mr. M'Laren would bo discussed. Tho only difficulty that presented itself was tho existence of tho New Zealand Federation of Labour, which consisted of tho coal miners and a few others, but tho differences of opinion between . this organisation and the groat body of workers were comparativelr slight, and he had little doubt that thojr would fall in with tho scheme.
