A strange report comes from St. Petersburg of a Government Hill in the Duma to extend the three miles limit to twelve miles, in order to prevent foreign lishermen—chiefly, of course iiritish—from catching fish in that part of Iho While Sea. It is added that the liill emanates from the Russian Department «i Agriculture, and lias been submitted to the Department of Foreign Affairs to know if diplomatically any obstacles are likely to be encountered!
