Macnamara, Parliamentary Secretary to tho Admiralty, in a speech at tlio Fishmongers' dinner, deplored tho magnitude of tho Naval Estimates at a time when money was needed for social reform, England,. however, was vitally depondent upon seaborne supplies, and there was a vital obligation to maintain an unassailably supremo Navy at whatever cost. He would hail with pleasure any international proposals to enablo tho nation to call a halt.'' •
