■ A GERMAN BILL. By Telecrapb—Press Association— Conyrient. Berlin, February 1. The Bill for taxing the unearned increment of land has been read a third time by the German .Reichstag. The amendment proposed by the Conservative party—which was at 'first rejected—exempting from . taxation tho'i incomes of reigning princes, including, the Kaiser, has now been adopted.
