In tho Reichstag Herr Kidevlcn von Wachter, the Minister for Foreign Affairs, made conciliatory references to tho position of Franco in Morocco. Herr von Lindequist, Minister for the Colonies, delivered the Colonial Statement, and said the Germans were thoroughly persuaded that they must have colonies, and in view of the serious shortago •of cotton and tho demand for wool it was essential that German industries should obtain raw material from their own colonies, and become independent of foreigners with the control of speculative and cornering operations. Coloninl trado during 1910 had increased from ,£",000,000 to .£9,000,000. UNEASINESS IN FRANCE. (Rec. December 13, 11 p.m.) Paris, December IJ. The press comments on tho German Chancellor's statement in tho Reichstag aro noticeably reserved, though the statement dealing with the relations of Russia and Germany has created slight uneasiness.
