UNITED STATES AND CANADA
THE RECIPROCITY MOVEMENT By Telegraph—Press Association—Copyright. Ottawa, Novembor 3. There is a good deal of criticism directed against reciprocity between Canada and tho United States. .' It is hold that Canada is merely openinjg tho door for trusts, and the manufacturers of a neighbour. Air. W. ; S. Feilding, Canadian Minister for Finance, announces that, negotiations are now proceeding between Canada and tho United States. The proposals are based on the freer exchange of natural products and raw materials. British preference will remain- .untouched.The conference will probably end in three weeks.
■Sir Wilfrid Laurier, in a recent specch, after referring to tho question of preferential trade with Great Britain said "But there is another country, a country of ninety odd millions, with which perhaps we should have better tariff arrangements, where value and profitable . trade might be developed. That tho Canadian returns are not what they should bo is not tho fault of Canada, but of the United States. Our polioy was to have a treaty of reciprocity, but the United States did not meet, out pilgrimages to Washington with encouragement, and wo took t'e ground that tho next initiative must come from Washington."
