POLICY OF M. BRIAND. By Telegraph—Press Association—Copyright. (Bee. November <1, 11.45 p.m.) Paris, November 4. The Prima Minister (M. Briand), who resigned a few days ago but was called upon by tho President to form a new Cabinet, has selected a Ministry as follows: — M. Briand—Premier and Minister for tho Interior. M. Girard —Minister for Justice. M. Pichon—Minister for Foreign Affairs.' . General Brun—Minister for War.' Admiral Lupeyrcro —Minister for Marino. M. Maurice Faures—Minister for Education. M. Klotz—Minister for Finance. 51. Joan—Minister for Commerce. M. Lafforere—Minister for Labour. M. Puecli—Minister for Public Works. . M. Millerand, tho Socialist leader, declined tho Public Works portfolio owing to M. Briand refusing to promise that tho Ministerial programme should not include a denial of the right of coalition to tho employees in tho public service. It is expected that M. Briand will amend tho trado union laws in the direction imposing spccially-severo penalties on any association organising . a Stoppage of public communication, inciting sabotage (destruction of property, etc.), or ■ practising intimidation.
