ARRESTS IN LOS ANGELES,

CRIMINAL LIBEL ALLEGED. By Telegraph—Press Association-Oopyrieht. New York, October 5. An extraordinary development has taken' place in connection with the recent dynamite explosions and fire at the "Los Angeles Times" office. The outrage, which resulted in the destruction of thb building, with the loss of twenty-one lives, was alleged to have been connived at by labour unions' which the newspaper had been fighting. .
General Harrison G. Otis, the millionaire editor and general manager of- the "Los Angeles Times," together with a Mr. Chanler, has now been arrested on a ' charge of having criminally libelled a Labour leader in his newspaper. The alleged libel was published three w«iks ago.
General Otis, under arrest, attended the funeral of the stenographer who . received the dictation of the alleged libel-' lous article. The stenographer died' in the explosion. .' The. Los. Angeles police announce the discovery of a clue to the outrage. A launch, which is believed to have carried dynamite into.Los Angeles," has' been found in Oakland Estuary.
