He declared that it represented the verdict of the people, and though it'was only the initial step towards a Constitution it was an emblem of hope, and showed that China was in harmony wath the world's progress. the: ebform sohemßi :: The Chinese programme of constitutional Government, promulgated in 1908, provides for a gradual growth of the Parliamentary system. For this the Imperial Assembly of Ministers,: seleoted from' the provincial assemblies, is to pave the way. For nine years minor- provincial assemblies are to discuss: affairs of their own distriots, oyer which the Throne will' always retain absolute power; and during this term .of preparation education -is'-to.."progress- through schools and throngh -the press,-.which is to enjoy a measure-of liberty; : ■-,'•■ The decrees of October. 19, i 1907, and 1 July 22, 1908, authorising the establishment one year later of provincial assemblies in China correspond'-with the Japanese decree of 1878 authorising the establishment in Japan of the" ral assemblies, their object being the some, "that, experience, gained:-in; suchbodies would tram men for service in the Imperial Parliament." They were established; in Japan in 1880, one year later. While the decree of August 27, 1908, proclaiming that in 1917 a Parliament will be established in China, corresponds with the Imperial announcement in Japan of October 21, 1881, that a Parliament would: be established 'in 1890; autocratic power being reserved for.the Emperor.. On February 11, 1889, the Constitution was, prch mulgatod in Japan,: rather more; than eight years after the inauguration of _ the prefectural assemblies. The same eight years is': allowed to; elapse between the inauguration in China"of -the provincial assemblies and' the promulgation of-the '."•. "-'■"■■ :'.,\
