Aug. 18, 11.20 p.m.) London, August 18. , Tho "Daily • Mail's" Montreal correspondent reports that Lord Brassey, speaking'at..a'luncheon, predicted that there would be a change, in the Government.of Britain, followed by an Imperial Conference, at which tariff reform would be discussed. ■

Mr. Balfour, Lord Brassey prophesied, would call upon leading men from the Dominions to form part of the Imperial Parliament. The British Navy .would be maintained at the Two-Power Standard, and the overseas reinforcements to the Navy would prove an immense addition to the strength of the Empire.
