London, August 12. The police system of China is to bo remodelled on the English basis. With that object in view, Chinese officials are visiting London.
ALLEGED FRAUDS.
New York, Auguot 12. The Illinois Central .Railroad is tak-. ing over the entire. property of the Memphis. Car .Company. This action is due to alleged frauds by high officials of the Car Company. The officials jn question are to be prosecuted.
DEATH SENTENCES IN RUSSIA.
St. Petersburg, August 12. During the last six months Russian courts-martial have sentenced 294 persons to death. Of this number 184 have been hanged. ■

Melbourne, August 13 Mr. Hunt, tho Federal Meteorologist, states that he has no faith in Mr. Wragge's cycle of .drought'theory, Mr. Wragge having predicted that Australia' is on the verge of another cycle of dry seasons, extending to 1916.

. Melbourne,' August 13. Senator Pearce, Federal Minister for Defence, suggests that the question of the Dominions' naval flags should be discussed at the nest Imperial Conference.
FIVE YEARS WITH HARD LABOUR.
Perth, August 13. The trial of John Black, charged with stealing moneys from the Freedman Company, Limited, has concluded. The jury returned a verdict of guilty, with a recommendation to mercy. Mr. Justice Burnside said the prisoner backed up serious frauds with perjury, and sentenced him to five years' imprisonment with hard, labour.
