He states that he has no definite intention to reopen tariff negotiations with Germany. He. will possibly visit G.ermany before returning to Canada. [Under the. provisional agreement ie« cently entered into between Canada and Germany, Canada remits the surtax, equalling one-third of the ordinary duties, in return for tho admission of Canadian imports under the G«rman conventional tariff.] "
