AUSTRIAN EMPEROR'S EIGHTIETH YEAR. ARMY OFFICERS' DEBTS. By Telegraph—Press Association—Oouyrteht ; Vienna, April 22.' , io celebrate the eightieth birthday of the Emperor Franz Josef, which will take place on August 18, a fund to total two million pounds sterling is to be created. The interest from the money is to be used in making advances to Austro-Hungarian army officers to enable them to discharge their debts. Repayment of amounts advanced is to be made by small monthly deductions, from tho officers''pay.
