Replying to Lord Brassey. in, tho House of Lords, tho Earl of Granard, speaking on behalf of the Government, said that the Admiralty and the Dominions considered shore batteries, submarines, and torpedo boats more effective_ in the defonce of harhours than stationary guard-ships of the old type. Moreover,, all the old cruisers that tho Admiralty was getting rid of wero perfectly useless to protect British commerce and would be equally useless in colonial waters. ' .
•New Zealand, he added, was continuing her monetary contribution, to the Imperial Navy, and he supported sending some : submarines and destroyers.to -those waters. This it was intended to do at an' early date.
