A committee appointed to inquire regarding tho results of the proportional representation system at tho late reports that its working was an unqualified success, while admitting' that some parties did not receive their due share of Representation. This is attributed to cross voting. , Tho committee favours tho drop quota as Against the Hare quota, on the ground that the former makes excessive representation impossible. : ,
