HEMP:' A HOPEFUL NOTE. (By Telegraph—Special Correspondent.) ' '..' Auckland, September 24.. A hopeful note was struck by a merchant connected with tho flax industry in' discussing with a reporter the prospect for better, priceß for flbro. He based Ins hopes on the possibility of. Manila hemp-tho chief rival.to Now Zealand hemp—rising in price. Be has recently received a letter from.Manila, which indicates that the Filipinos may be led to demand better wages from the millowncrß on account'of tho'activo publfo works policy instituted by the United States. Government, in tho islands, creating a considerably. greater demand for labour. The writer points out- that hemp mUst.be. cleaned at a'certain time when .the plant begins to fruit, otherwise tho fibre loses strength, and, in • most provinces, the, method - has been to give the native half of. what tho cleaner article produces, but, tho'cleaner is. .beginning ;. to demand three-quarters, and, in somo caseß, is. actually getting the whole'value ..from the'planter, who fears that, otherwise, his plantations win go to.waste. -. If higher wages have to bo raid in Manila, and improved machinery is introduced in NewZealand, the prospects for the millowncr should be brighter. .
