It is alarming, tolearn from'the Registrar-. General's returns for the first quarter of this year that the birth-rate was 'tho lowest recorded in any first quarter sinco tho establishment of civil registration,'as there wero only 229,074 births registered,-being in the proportion of 26.0 annually per thousand. It is somewhat of a set off, however, to this decrease to learn that there has also boen a decline in' infantile morality, which was equal to 122 por thousand/ a decrcaso of 13 per thousand on.tho average.in the/.'ten-pre-ceding-first quarters'. 'Deaths, too, have docroased, 160,657 having been registered, working .out at a drop of 0.2 per thousand bolow the mean rate in the ten preceding first quarters.
