A FURTHER GAIN IN WILLIS STREET, DIVERSION OP TRAFFIC PROPOSED. : A special meeting of the City Council was , ' held at 4.30 p.m. yesterday to consider the ? granting of building permits to Mr. H. Brittain (Manners Street) and Messrs.
