FIRST NATIVE MEMBER. "CRAVEST ACT OF STATE YET TAKEN." \ MOHAMMEDAN CLAIMS.' (HI TELEGRAPH—PRESS ASSOCIATION—COrTRIQHT.) Calcutta, March 24. It is officially reported that Satyendra Prosanna Siuha, a barrister, succeeds Mr. H. E. Richards, K.C., as a member of the Viceroy's Council. "Tho Times," commenting on tho responsibility assumed by Viscount Morloy (Secrotary of Stato for India), in making tho appointment, says it is the gravest act of Stato yet taken'in regard to India, and oxpresses strong misgivings in regard to tho making of tho departure unless Sinha -is i given a Mohammedan collcaguo.
