Influenced by Australian and Canadian suggestions, the Secretary for War, Mr. Haldane, lias included in the Army Estimates a sum of £40,000 to initiate partial commutations of pensions of ex-soldiers, to enable them to raise capital in order to emigrate. A scheme of payments iii connection with such commutations is being prepared. It is understood that , the Admiralty will act similarly with regard to ex-sailors.
