In the House of Lords, oa'tho report ?tago of the Government's Indian Councils Bill, the Secretary for India, Lord Morley, moved to restore Clauso 3—empowering tho GovernorGeneral of India to create Provincial Executivo Councils—which was rejected on March 4 by 59 Votes to 18. Despite a telegram from the Government of India, to the effect that its former objections to Provincial Executive Councils ao longer had the same force, and adding that tho powers proposed under Clause 3 would ho sparingly and gradually used, Viscount Morloy's motion was rejected. Lord Curzon urged the necessity for consulting, the rulers and loading classes of India,
