"We appointed," 6aid Mr. Hbge, "a couple of officers , to these'- positions—l .'refer to Messrs. Lightfobt and Bailey. , : Mr.' Lightfdot has been the president of the Trades;and Labour Couij; ; oil-'m .-Wellington, and general secretary of- the. Associated Carpenters. -His appointment was due to the experience he has; had in connection ■with breaches of awards, prosecuting in; Court cases, and-his .conduct'has invariably ibee'n found .both' taotful and. efficient/ Mr';; Bailey' was secretary of the.Trades and Labour.Council ! in' Cliristohuroh, and possesses - ' the', same qualifications''as;. Mr. ■ Lightf oot— <iuiet -in his manner,ioonciliatbr'y, and at the'same time an efficient■.offioe'r/; ,Tjie ohief complaint with'reference! to. those; appointments is due to- the allegation that the Department is 'picking the eyes'-out-of the ranks But- men such' as/are;, required to fill; responsible positions in oonnectipn with Lahpur can hardly be, seoured'from the' Civil Service. They have.to be; selected from- ,the workshop and factory, and they! must have. had;a.good .acquaintance with Labour in -various conditions; and they must know, how to.handle men. - - --. ?/;■ '■
