BANQUET AT KAPONGA.
SPEECH BY THE HON. R. M'NAB. (Br TELSGBAPH—PEES3 ASSOCIATION.) Kaponga, October 16. A complimentary banquet was tendered tonight to Mr. Major, M.P. for Hawera, at Kaponga, by residents of the district, formerly his constitutency. The Hon. R. M'Nab and the Hon. W. Carncross were present. Referring to the dairy regulations,' the Minister said they would not come into operation until next, session. Dairy farmers would have ample opportunity of becoming acquainted with them. He believed that m the form they were now they would be the means of bringing wonderful results to the industry. New Zealand had very little to learn as regards the . manufacture of butter and cheese. JThis has been brought to as near a state of perfection as could be under . present conditions. The crying want of to-day, as far as the industry was concerned, was an improvement in the quality of the milk supply. Betwoen 60 and 70 per cent, left nothing to be' desired. The trouble was that the inferior quality, when mixed with, the ,'better-class of milk, reduced its value. -:The object of the regulations was to protect the" suppliers of good milk from loss at present, sustained. The desire of the department was that the inspector should regard his duty as educative, hot punitive, , andi along these lines he intended to "proceed. He anticipated that when in working order the penal clauses would seldom have to be exercised. Speaking on land legislation, tho Minister said he believed that finality was not yet reached. The present land laws would remain for many years*before; an* atfenjpt was made to alter them.
