SECOND BALLOT BILL IN THE COUNCIL.
CLOSE DIVISION ON THE "GAG" CLAUSE. THE ARBITRATION BILL. FURTHER DISCUSSION IN THE HOUSE. In the. Council ' yesterday, a motion to recommit tho Second Ballot Bill in order to strike' out tho "gag" clause was lost by only one vote. Tho Manawatu Railway. Bill passed through committee and progress was made with some other Government' measures. It' was not until 5.10 p.m. that tho House of Representatives reached the Arbitration Bill, arid .the remainder of tho sitting, was occupied in tho consideration of various clauses in committee.
