Mr. Justice Higgins, dealing with a case wherein he ordered the refund of certain, mino flotation charges, mado some severe commants on company promotion. Ho said ho feared the taking of secret profits by promoters was not confined to mining companies. _ The principles established by the Equity Courts might bo somewhat in advance of the ethics of the financial world; if so, the promoters would have to revise their ethical • standards, as the Courts were unlikely to change theirs.
