KAISER IN ALSACE.

According to the French newspapers, the »cason of the Kaiser not crossing the Franco3erman frontier was the receipt of a warning that two inhabitants of Alsace had left Mullausen (in Alsace-Lorraine) with the intontion of assassinating him. A QUESTION OF LOYALTY, It was cabled from Berlin on September 12 that "time did not permit the Kaiser to cross the frontier for the purpose of visiting Hohneck (a peak of .the Vosees on the border-of Prance' and Germany), but lie thanked the French "Government for its courtesy in this matter." :V ■:* •. . .. . T ' In a speech at Colmar, in Alsace-Lorraine, the Kaiser affirmed'the loyalty of the inhahitants of/the conquered provinces/ and "expressed himself as touched by the great anection and enthusiastic warmth of the reception accorded to him everywhere in AlsaceLorraine." Speaking of Col mar and the whole beautiful country whereof it formed a part, the Kaiser said:— _ . "I .joyfully watch their development. This development, thanks be to God, will be brought to fruitage under- tho protection of the German Eagle, and under my Standard; and ! please God it will never be disturbed. The country has undergone vicissitiudes, but is now able to extend ana develop itself in peace, for peace will be 1 maintained and the country will be able to flourish and thrive."
