It is reported at The-Hague that M. do Reus, Dutch Minister Resident at Caracas, has been honourably relieved of his duties, and has been placed on the unattached list. _ .. HOLLANTS NAVAL PREPARATIONS. In July President Castro expelled 11. do Reus. It was alleged at the time that President Castro's reason was the appearance in a Dutch publication of an articlo Dy H. de Eeus declaring that President Castro's dictatorial regime was leading to Venezuela's decadence. If any foreign Minister did so commit himself to print, expulsion by the Government concerned would no doubt be considered a natural consequence (as in the case of Lord Sackville at Washington, where a private letter ponptituted the oifenee). It was reported in August that Holland, with • the consent of the Unitod States, would punish Venezuela with a blockade, not to include piilitavy occupation. Later again it was cabled: ''The Dutch Government is making naval preparations, but will suspend action against Venezuela until Mr. J. H. de Reus, the expelled ' Dutch Minister, arrives at The Hague." There are, of course, other differences between Holland and Venezuela, as to restriction of trade.
