At a largo gathering of unemployed in Georgo Squaro at' - midnight, inflammatory speeches were made. Tho police dispersed the crowd, but 3000 camo together again and started to march to the Lord Provost's house. When they were a quarter of a mile from their destination mounted police suddenly charged the procession and scattered tho mob in all directions. Batons wore freely used, and many heads wero broken. ENGINEERS' DISPUTE. SETTLEMENT SUBJECT TO BALLOT. London, September 10. A joint conference in London adopted, subject to a ballot by the men, a settlement in regard to the north-east 'engineers' dispute. Tho conference is hopeful that the settlement will be accepted. COTTON TRADE. PROPOSED REDUCTION OF WAGES; (Rec. September 11, 9.23 p.m.) London) September 11. A joint conference of cotton employers and employees at Manchester failed to arrive at a settlement. Efforts are afoot to securo a further conference. ARBITRATION AND CONCILIATION. REJECTED BY CONGRESS. (Rec. September 12, 11.10 p.m.) London, September 11.The Trades Union Congress, at Nottingham, by votes representing 11,099,000 members to 646,000, rejected a proposal by Mr. Ben Tillett in favour of arbitration and conciliation, both voluntary and compulsory, in trade disputes.
