Tho "North Gorman Gazette" states that Germany has informed tho Powers who signed the Act of Algeciras that in view of tho situation sho believes hersolf bound to point out that a speedy recognition of Mulai Hafkl would bo in tho interest of tho ultimate pacification of Morocco. London, September 2. " Tho Times" says that no amount of intemperate or malicious speaking or writing by irresponsible persons, whose conduct the Kaiser justly condemns, could possibly have so bad an cffect throughout Europe as the sudden journey by Dr. Vessel (German Consul at Tangier) to Fez, and Germany's diplomatic action with relation to Mulai Hafid.
