Tho "North Gorman Gazette" states that Germany has informed tho Powers who signed the Act of Algeciras that in view of tho situation sho believes hersolf bound to point out that a speedy recognition of Mulai Hafkl would bo in tho interest of tho ultimate pacification of Morocco. London, September 2. " Tho Times" says that no amount of intemperate or malicious speaking or writing by irresponsible persons, whose conduct the Kaiser justly condemns, could possibly have so bad an cffect throughout Europe as the sudden journey by Dr. Vessel (German Consul at Tangier) to Fez, and Germany's diplomatic action with relation to Mulai Hafid. A FRENCH SULTAN. -IMPRESSIONS OF THE TRIBESMEN. Paris, September 2. The "Matin's" correspondent at LellaMaghnia' (Algeria) states that tho tribesmen regard Abdul Aziz as .the French Sultan, and consider that, if they" abandon him, Mulai Hafid's accession will lead to tho immediate departure of the French from Morocco. "Tho Times's"comment on tho Kaiser's utterance has reference to his recent speech, in which he referred contemptuously to "incitements and calumnies provoked by envious and ill-disposed individuals." Tho "stealing-a-"march" tactics of tho German Consul, in hastening to the Court of Mulai Hafid. the conqueror of Abdul Aziz, was explained in yesterday's cablegrams.
