CITY COUNCIL.

COMMITTEES' REPORTS

The City Council met last night. Present: The Mayor (the Hon. T. W. Hislop) presiding, Councillors t Luke, - Hindmarsh, Cohen, Ballinger, Hales, Shirtcliffe, Fisher, M.P., Biss, Fletcher, Carmichael, M'Laren, and Morrah. The Baths and City- Reserves Committee rocommended that.the■■request of the Wanganui District High School for some plants be acceded to; that the triangular piece of ground at the south-east end of the car sheds, and facing Mansfield Street, be planted with shrubs; that the application of the custodian of the Botanical/ Gardens to have tha electric light installed at his cottago he held over in the meantime; that accounts amounting to £13 Os. Bd. be passed for payment. Councillor . Fisher stated that the Government was selling plants at the rate of a penny each. Ho thought that the council might turn its .Town Belt area to.profit in this way. • The report was adopted.

BY-LAWS COMMITTEE. Recommendations were made by tho ByLaws and Street Lighting Committeo as follow:—That a new lamp bo erected •in Yv akofield. Terrace, arid''that a lamp in Goring Street be shifted back to its original position, and a 32 c.-p. lamp substituted for tho present 20 c.-p. lamp; that the owners of property at the corner of Murphy Street be called upon to trim the trees on their property overhanging the street, in order to .improve the lighting of :Turnbull Street; that 500 each 30 and 50 candle-power Osram lamps, and 1000 ordinary' carbon lamps of 25 candle-power be ordered;; that instruction be issued; to the officers to give effect to the by-laws-with reference-to the erection of buildings contrary to the provisions of the by-laws; that the application of'the Grove Motor ' Company for permission to erect a temporary workshop in Ghuznee Streot be not granted; that the application.of Messrs. Penty and Blake for permission to convert an existing schoolroom into a dwelling between Mein and Owen Streets be not granted, as the dwelling would have no_ frontage to a street (public or private) or private way, and is, therefore, not in' accordance with the bylaws. ••" j / ~ ': Tho' recommendations were adopted.'

FINANCE AND PROPERTY. The Finance and Property Committee recommended That,the offor of tho Land Department to sell to tho council a small portion of land at the'To Aro Foreshore for £8 10s.• bo not accepted. That the tender of Messrs. W. Crabtree and Co. for tho supply of some special' cast iron fittings for the drainago of Rosenoath bo accepted. That a 2in. water main bo laid in Mitchell Street, Brooklyn.. ,That the work of eleotric wiring tho. Concert Hall for cinematograph' purposes be carried out at a cost of £16. ! That an application for permission to remove sand at' Houghton Bay be not granted, and that the sand be reserved for corporation-_uses. _' That tho City Engineer's recommendation with reference to conveniences at buildings in course of erection bo given, effect to. That tho report of the City Engineer, regarding the applications of tho engine-drivers and. tho fitter at tho pumping station for an increase of wages be adopted. That the wages of Mr. R. Greeks, assistant inspector, bo fixed at £160 per annum, and £20 per annum for horse allowance; also that the wages of Mr. H. Hewitt', labourer" at the pumping station, be increased from Bs. ...to. 85.,6 d. per day; that tho wages of Mr. E. Scott, dog catcher, be, in future, Bs. per. day of soven days a week, without overtime. That accounts amounting to: £4311 35.-, lOd. be passed for payment. With regard to the first clause, tho Mayor said that'the -piece of land was very .small, and the committee did riot see how tho council could make,use of it. c • The report' was adopted.

FIRE BRIGADE. ' It was 'decided, on the recommendation of the Fire Brigade ■ CommitteeThat-.the'.re-quest of • the members • of the fire, brigade for an extension ,of their leave by one hour ' (11 to 12 p.m';) on their weekly half-holiday be granted. That the jfollpwing'new •■'clause be inserted in tho agreement with the] Harbour Board for the,storage of the boards' engine—"The;board will at all times during the continuance of this agreement, at its own cost and expense in all respects, keep the board's engine in good.and efficent,*repair:, provided, however,; that,'in tho'event of the board's engine being damaged when in tho service of the-corporation, opd such damage being caused .by carelessness, or want of skill on the part of the corporation firemen, the corporation shall forthwith repair such damages-" That accounts .amounting l , to £63 Os. 9d. ba passed for, payment. OUTLYING DISTRICTS. The Outlying Districts Committee reported that they had received an application from Messrs. Young and Tripe for tlie subdivision of land between Para Crescent, Onopu Road, and Wha Street, Maranui, and tho formation of • a right-of-way between Onopu Road and Tainui Terrace for access for residents to the tramway. The committee recommended that the 1 council should agree to the construction of Wha Street, and authorise the private way, on condition that Wha Street be formed for' its full width according to the corporation conditions, and the private way.be properly graded,' formed, metalled, and gravelled to the satisfaction .of the City. Engineer. The recommendation was approved.

i LEASES. The Legislation and Leaseholds Committee reported that they had given careful consideration to the Special Order proposed to be passed accepting surrenders of existing leases of sections. .57a, and. 58a, Lambton Reclaimed Land, and granting new leases in perpetuity to William H. S. Moorhouse, and recommended that the council pass tho resolution, ihe light area to be 30ft. instead of 20ft: ' • The recommendation was adopted without discussion.
