SIR T. BENT'S-RULES FOR PAPERS. 1 signed articles: (by telegraph—press association-—corraiGkt.) Melbourne, August 27. The State Cabinet is considering' a News-"' paper Bill. The Premier (Sir Thomas Bent) states that one provision requires that any article or paragraph containing remarks .or .observations upon any political matter must have the Christian name and surname-of tho writer attached to it in type twice tho size in which the article is printed. The only defence to a libel action would be the truth of a statement. 'ITiero was, said Sir Thomas Bent, a pro-' vision to. tho effect • that must bear tho name of tho person, at .whose ■jn-t stance they might bo inserted.
