Ponding inquiry, the Turkish Government lias shelved the Novibazar railway scheme, whicli was intonded to connect the Bosnian line with the terminus of the Salonika lino. SECRETS OUT. WAYS OF THE PALACE POLICE. ■ London, August 26. 7;is Bey, formerly head of tho Sultan's secret police, talked freely in London. He fled, like Izzet Pasha, under a false name, on receipt of the Sultan's private advice. . He admits that the police donounced many persons on false reports. Orders from the palace were implicitly obeyed, and one hundred and seventy Turks, belonging to some of the best families, wero removed at the bidding of his superiors. Zis Bey adds. that he .controlled four hundred spies in Constantinople.
AUSTRO-GERMAN AND RUSSIAN SCHEMES. As pointed out yesterday, the idea of the Novibazar scheme is to link' up tho Austrian and German railways with the Turkish system, via 'Novibazar, a sanjak of Turkey, which is a sort of diplomatic hybrid, being under the civil administration of the Turks and tho military occupation of the Austrians. Tho Bosnian railway, which it is proposed to extend south through Novibazar,j belongs to Austria; but Germany is considered to be behind the scheme, as giving her railway communication with the Near Bast, and ultimately leading to a continuous highway to tho Euphrates. Russia has a rival, scheme to extend the Dan■ubian railway system to the Adriatic Sea-, .cutting, the projected Novibazar line almost at right angles. Professor Vambe'ry has stated that Gorman influence at Constantinople is completely destroyed.
