/I FIRST RE^DINCS. The Council sat at the usual hour yesterday. ' "■ ■ Tho following Bills were received from tho House of . Representatives -and read a first timeßoman -Catholic., Bishop of Wellingtion Empowering Bill, Wellington Harbour Board Bill (Private Bill), Local Elections and Polls Amendment Bill, Town Boards Amendment, Bill, and Farriers Bill. DISAGREEMENT. A message was received from the other House announcing its disagreement with certain amendments made by tho Council in tho Incorporated Societies"'Bill. It was resolved to consider 'the matter to-day. "• ' ' ....... „ THE LATE HON. H. FELDWICK. A- message from :thp • Governor received announcing the'death of the Hon. H.Feldwick, M.L.C. ' I Tho ATTORNEY-GENERAL (Hon. Dr. Findlay) said Councillors would feel it a lasting See no .more of the kindly and genidl facie.'of one who had for sixteen years been a member of that' House. Will, energy, force,'and . genius' characterised tho late, member's career., and as . the years brought' Some . abatement of .these qualities, liis genuine and sincere kindliness impressed his fellow-members tho xiiore. Ho obtruded himself. Jess! and less upoij the. Council, and yet few or'none had more of the Heartfelt respect' of bis fellows. Dr. Findlay further eulogised the late Colonel Feldwick as a true New Zealand patriot,.and sketched'his military career, with 'special reference to his work for volunteering. Tho strenuous days of his earlier political life as "Whip for the Grey Government,.in "another place" were alluded.; to, and the Attorney-General also touched; -.upon - Mr. Feldwick's journalistic career, in-which, as iin .his publio life, ho never allowed personal animosity -to ■ embitter, bis utterance's or took an unfair advantage of the responsible positionivhicli ho held. BALDEY (Otngo),'in seconding the motion, described the late legisla : tor as'"'a porfect geritloman, and, spoke 6f his interest- in 'the cause of education and his helpfulness to himself and other Councillors.
Tho Hon. R. A. LOUGHNAN ton), speaking as ono who had worked with tho late Mr. Feldwiek many, years ago on one of tho most "' important' colonial newspapers of tho day, eulogised the moral and intellectual : character''of' his journalistic career,! and summed up his; whqle life in a couplet; adapted from Dryderi—■ "A man so sterling that he "seemed to bo Not brie, but most good meii's epitome." The-. Hon. P. TRASK (Nelson) described the deceased as one of ,-the best Councillors and a good man in every respect. The. Hon. W. W. M'CAHDLE (Auckland) also testified to tho worth of the late member. The Hon;' J. HOLMES (Westland) spoke of Mr'.' Feldwiek as a' true friend, whose loss no member could deplore more thfin himself. The resilu'ion was carried in silence, the Councillors standing.'
