In response to a request by Mr. Deakin, and for the protection of the Pacific cable route, a King's. regulation has been issued prohibiting aliens from holding lands .on Washington and Fanning Islands, without the consent of the High Commissioner of the Pacific; but' the regulation is without prejudice to. existing, ownership or treaty rights. : '11 . ■ Fanning Island was : sold last year, but it was slated that the'transaction was purely commercial, and had no- political signicance.
