Tho populace sovcrely handled some of the latter. The Young, Turkey leaders are endeavouring to avoid violence, but tho Armenians nro advancing claims which may cause difficulties. London, July 31. Renter's Constantinople correspondent ports the Young Turkey party had planned a rising for September 1, tho anniversary of tho Sultan's accession, but tho meeting between tho Tsar and President Fallieres, and tho imminenco of the Anglo-Russian reform proposals, precipitated the outbreak. The policy of tho Constitutional party is to forestall tho plotters, and.render their proposals superfluous.
