FATHER VAUGHAN ON MATRIMONY
Father Vaughan, whoso name is so well known as a fearless writer and 1 speaker on tho social questions of the day, is now engaged in .giving a series of addresses in.London.on the ' "trials;: failures, and triumphs of matrimony," and .crowds flock to hear him speak. From tho many years of observation afforded by his work, and his knowledge, both wide and deep," of /actual present-day conditions, of life among rich and poor, he is well qualified to speak.' Ho 'lays 'down various rules for husband and wife, but they are tho old rules, with only slight variation, emphasised and enforced by his personal observation. In the matrimonial combination "man is tho mind, woman is the heart," and Father .Vaughan would have, the man showmore patience and toleration than in many cases ho is willing to summon up. To the husband lie would say, "Whatever else, you may attempt to check in your wife, do not try to stop the flowing tide of her talk.. For Heaven's sake, let her talk oil, and try to possess your soul in peace. Remember a woman needs many safety valves and outlets. I'raiso her much, blame her a little only, anc'l that never before others. Tire not ill giving her tokens of your love—most women liav.o' a passion for jewellery aiid finery. And forget not that their thirst for. sympathy is like that of llowcrs for sunshine."
N.Z. MUNICIPAL ASSOCIATION. — V THE PRESIDENT'S REPORT. The'biennial conference of the Municipal Association of New Zealand is to commenco its session at the Town Hall on Monday next. The report to l>o presented. by the President (Hon. T.' W.-Hislop, Mayor of Wellington) states:— 'At the last Biennial Conference of Delegates, held in September, 1900, tho question of the formulation' of a superannuation scheme in connection witli municipal bodies was brought up, and a Bill, prepared by tho Association's solicitor, was considered but not adopted, and tho following resolution was carried: —"That a Bill to provide, a superannuation scheme for the whole of the local bodies' in the Colony should be initiated by this Association, and that it should contain power for all other local bodies to afiiliato if ■tlioy so desire." It was further, resolved:— "That tho preparation- of such a schemo bo put in hand by-the Executive Committee, to 'whoso number should be added for this purpose Mr. Frankkmd (Foxton)." The Executive Committeo, accordingly, dealt with tho matter, at their .meeting on September 6, 1906, when it. was agreed that the Association's scheme should bo framed on the lines of tho New Zealand teachers' scheme, and authority, was given to employ Mr. G. Leslie, actuary, to prcparo a report for the Committee.' At a further meeting of the Committee'held on May 27, 1007, Mr. Leslie's report was 'considered. Mr. Leslie's scheme did not projvido for tiie return of contributions if a contributor died, and ho was . directed to prepare a table to meet this case, and. the Committee adopted'the principle of tho return of contributions in cases of rc ; tirement as well as death, and also tho principle of the payment of a lump sum in commutation of the pension in the ease of. older employees. Tho-Committeo; met again on June .5, 1907, when Mr. Martin was instructed to embody the main features of tho 'superannuation scheme in a fresh Bill leaving subordinate inatter to bo dealt with by regulations and enabling municipal tramways and "drainage boards and other like bodies to join the sch'emo. The now Bill will be. laid'before the Conference. The Executive and Legislative Committeo has mot several times since' the last Conference. Mr. Martin was'directed to preparo a definition of "common lodging house,"Which was prepared: accordingly and circulated. The Committeo also., directed that a letter should bo sent to the Government drawing attention to tho resolutions of the Conference that liavo not yet been embodied, in any Act. A, further letter wa3 also sent to tho Government forwarding resolutions of tho. Legislative Committed regarding tho duty on iron pipes, and plant for municipal. undertakings. The matter of an amendment. of the Public Works Act enabling the local-authority to define tho course aiid position of streets to bo laid out oil tho subdivision, of private property was dealt with in the samo ' way. Legislative action has been taken' in regard to matters as to which the. Conference lias passed resolutions, of recent years, as follows:— . \ Sineo last report, £148 12s. sd: has been received in-connection with the "Book of Opinions on, Local Government Law." This includes a'sum of £141 Gs. Gd. received 'for insuranco on the, unsold copies lost in AVhitcombo and Tombo's fire in 1906, when all remaining copies wore destroyed. This sum of £141 Cs. 6d. has been divided, according •to; arrangement; Equally between Mr; Martin and the Association.' and the account is now closed. The total amount of the annual subscriptions payablo by. the .87 affiliated borough councils is. now £236 ss. Tho subscriptions are payablo as at July 1 in each year.
