1 BILL THROUGH COMMONS. HIGH TRIBUTES TO MR. BIRRELL. NATIONALIST GRATITUDE. (oY TELECnAI'n-rriiESS ASSOCIATION—COrYUIGnT.) (Rec. July 27, 10.50 p.m.) London, July 27. In tho House of Commons the Irish Universities Bill was read a .third time. Mr. John Redmond, Leader of the Nationalist party, warmly praised Mr. . Birrell (Secretary for Ireland) for solving tho problem that foiled Mr. Gladstone. Ho added: "We all admire tho man and his courage. Tho Nationalists will never forget Mr. Birrell's services to. Ireland." (Nationalist cheers.) Mr. Balfour, Leader of the Opposition, in a few graceful words, supported Mr. Birrell. He said that the main outlines of tho Bill wero such as lie had always wished to seo passed. It was a great and courageous effort to deal with a crying scandal; but ho feared that, owing to tho affiliation of Mayhooth College with Dublin University, the latter might fall unduly under clerical control. Mr. Birrell hoped that the new University would play a great fiart in Educating and unifying a famous race. The Universities- Bill has been read a first time in the House'of Lords.
