CONSPIRACY AT CONSTANTINOPLE. PROMISES OP FREEDOM. (BT. TELEGRAPH—PRESS ASSOCIATION —COPYRIGHT.) Constantinople, July 23. Izzet Pasha, the Sultan's favourite, and several officers have been arrested at Constantinople on a charge of conspiracy, aiming at the Sultan's abdication. Said PasKa, an ex-Grand Vizier, has been appointed, with dictatorial powers, to'succeed the Grand Vizier; ■ A manifesto has been issued stating that Turkey opposes interference in Maoedonia by the Powers or tho Balkan States, and promises freedom to every, race and creed if they will co-operate for the country's good. DISCONTENTED ARMY OFFICERS. MUTINOUS TROOPS. Vienna, July 23. ' The journal "Neuo Freie Press" says the advent of well-paid, well-informed officers has caused a foeling of shame , and discontent among ' Turkish ' officers,- and that 90 r per cent, are believed to actively sympathise with the Young Turkish Party.'
