Buchanan (Under-Secretary for India) sub'mitted the Indian. Budget. Ho admitted that there had been a general spread iu certain districts of unrest, suspicion, and distrust, and in somo cases violent outrages had occurred. Tho Government were convinced that ' such, methods wero utterly repugnant both to Indians and Europeans. The .Government were, lie added, constantly receiving assurances of support from all sections in stamping out "this hateful form of political disease."
