At the last annual meeting of tho New Zealand Educational Institute held at Auckland in the early part of January, a scheme was promulgated for tho promotion of teachers. The schemo was referred to tho Board of Education, and considered by a committee. Mr. M'Kenzic, at tho meeting to-day, moved a resolution recommending the schemo to tho favourable consideration of the Minister for Education, when preparing any amendment to , tho Education Act. After somo discussion on the merits of tho proposals tho motion, was amended at the sug-' gc-stion of Mr. Parr, and the Board agreed to approve tho main principles of the schemo and send it forward for the favourable consideration of tho Minister for Education. In the course of discussion, Mr. Parr declared that it was. tho duty of tho Hon. G. Fowlds to devise"somo 'mora equitable system for tlio "payment of teachers : than ono based on tho average attendanco as existing at prosent.. . ' 1
